Abstract: Based on data from 2010-2019, this paper uses an improved grey prediction model to forecast data on thermal power generation, energy consumption, installed thermal power capacity and the number of employees in the thermal power industry in each province of China in 2030, and conducts an evaluation study on the efficiency of carbon quota allocation in the thermal power industry in China in 2030. The results show that: 1) There is a large gap in the efficiency of carbon quota allocation between different provinces in China, and the analysis by dividing the provinces into regions shows that the reasons for this gap may be related to the different geographical locations, uneven economic development and inconsistent technological levels of each province. 2) The reallocation of carbon quotas through the ZSG-DEA model can effectively improve the carbon quota allocation efficiency of inefficient provinces. efficiency.3) The 16 provinces located in the economically less developed central and western regions of China with relatively low efficiency in carbon quota allocation, such as Hebei and Anhui, need to reduce their carbon quotas when allocating efficiently through the ZSG-DEA model, while the 14 provinces with relatively more developed economies and high efficiency in carbon quota allocation, such as Guangdong and Shandong, should increase their carbon quotas.

School of Economics and Management, North China Electric Power University, No.689 Hua Dian Road, Baoding, Hebei 071003, China.

Abstract: Urban electric vehicle (EV) charging pile is a public service facility of urban transportation. Its overall layout planning and construction is a systematic project with high initial investment cost, wide coverage and strong comprehensive, which will have a profound impact on the future development of a city and residents' travel habits. To obtain scientific and effective charging pile layout scheme, accurate and reliable charging demand analysis is indispensable. Based on the research of EV charging behavior, this paper carried out the research on EV charging demand prediction from two dimensions of time and space, and constructed a time-series forecasting model of charging load based on Monte Carlo simulation and a spatial distribution model of charging demand based on traffic situation. The model can effectively and objectively reflect the spatial and temporal distribution characteristics of urban charging demand at the daily scale of planning year, making the output results of the model more accurate and close to the reality, so as to support the research of charging facility layout planning.

Author: Yuan Xiu’e, Xue Rui

Department of economics and management, North China Electric Power University, Baoding, Hebei 071003, China.

Abstract: This paper uses data envelopment (DEA) model to measure the carbon emission reduction performance of CCUS demonstration projects in China. The carbon reduction performance is analyzed from the aspects of technical efficiency and scale efficiency, and the carbon reduction performance level, low efficiency reasons and improvement focus of each demonstration project are evaluated and analyzed. It is found that the carbon reduction efficiency of CCUS projects in China is relatively low at the present stage, and the emission reduction performance is affected by project size, financing level and industrial process. The scale of CCUS project does not match the input-output, so resource allocation should be adjusted under the support of technology. While vigorously promoting CCUS project construction under the guidance of carbon neutrality goal, attention should be paid to scale efficiency and operation and maintenance management of the project, so as to promote the smooth implementation of technological carbon emission reduction path.

Decoupling Relationship between Economic Growth and Carbon Emissions in China and OECD Countries
Author: Xing Zhang
Author affiliation:
Department of Economic Management, North China Electric Power University, Baoding 071003, China.

Abstract: This paper compares the development course of economic growth and carbon emissions between China and OECD countries, and analyzes their decoupling relationship. The results show that China has become the world's largest carbon emitter and the second largest economy, and its carbon emission intensity is significantly higher. Most of China's provinces are in weak decoupling state, while most OECD countries have achieved strong decoupling. Hence, China's decoupling process lags behind OECD countries.
